Project Profile: Educational Facilities

Project Profile: Educational Facilities

Educational FacilitiesProject Background: The District serves more than 87,000 students in 110 public school facilities. Significant investments have been made to modernize these schools and the District has experienced steadily increasing student enrollments and improved outcomes as a result. But, there are still opportunities for improvements. The District is therefore seeking private partners to design, build, finance, operate and maintain (DBFOM) energy efficiency upgrades and other sustainability improvements through an energy performance savings contract (ESCO) model. There may be additional opportunities to complete comprehensive modernizations of facilities on a case-by-case basis also through the DBFOM model. It anticipated that these projects will typically be structured as availability payment projects, though some private activity will be considered where conducive to the primary education activities occurring on these sites to subsidize a project.
