Project Background: The Henry J. Daly Building, located at 300 Indiana Avenue, NW, functions as the headquarters for the Metropolitan Police Department. The 600,000 sq. ft. building is a historic landmark that was built in 1941 and located in the thriving Chinatown neighborhood within a block of Judiciary Square Metro Station, Pennsylvania Avenue, the US Department of Labor, and several local and federal courts. Any proposal for this building would include the design, build, finance, and maintenance (DBFM) of the building to house MPD and other government agencies. Approximately 150,000 sq. ft. of swing space is also desired to house MPD during the construction process.

On July 09, 2018, the Office of Public-Private Partnerships (OP3) reached the deadline for responses to the Request for Alternative Proposals - Qualifications (RFAP-Q) for Henry J. Daly Building with 3 proposals received. In addition to the Original Unsolicited Proposal, available below, this makes 4 total proposal submissions for the rehabilitation of the Daly Building. As requested in the RFAP-Q, interested bidders provided SOQs describing their team’s qualifications and approach to delivering the Project. Following the District’s evaluation of SOQs, the District will prequalify a number of teams, who will be the only Shortlisted Proposers invited to participate in a subsequent Request for Alternative Proposal (RFAP) process.
