Unsolicited Proposals

Unsolicited Proposals

The DC Office of Public-Private Partnerships (DC OP3) will be open to accept unsolicited proposals during limited time periods each year to spur innovative solutions to the District’s infrastructure needs.  For a list of some of the projects currently being contemplated for P3 procurement by the District, please visit http://op3.dc.gov/page/project-pipeline.  Detailed requirements for these proposals are included in the Public-Private Partnerships Act of 2014 as well as OP3’s rules and guidelines, all of which can be found at http://op3.dc.gov/page/laws-regs.  All unsolicited proposals will undergo a robust review to determine the benefit to the residents of the District before a procurement process is advanced.  

 

Notice of Intent to Accept Unsolicited Proposals - September 1, 2017 to September 29, 2017

On Friday, July 28, 2017, DC OP3 published a notice of intent to accept unsolicited proposals.  Unsolicited proposals will only be accepted between the hours of 9:00 a.m. EST and 4:00 p.m. EST on business days that the District of Columbia government is open beginning on Friday, September 1, 2017 and ending on Friday, September 29, 2017.  Unsolicited proposals must be delivered by hand, by U.S. Mail, or by a delivery service.  Only proposals meeting all of the requirements stated in the P3 Rules and P3 Guidelines and submitted during the times listed above will be considered for review by DC OP3. 

In addition, several forms that must be included in a complete proposal package are provided below.
