Mayor Bowser Launches Office of Public-Private Partnerships with Key Leadership Announcements

(Washington, DC) — At this morning’s Mayor-Council Breakfast, Mayor Muriel Bowser officially launched the District’s Office of Public-Private Partnerships (OP3). OP3 will lead the charge to build collaborations between private sector businesses and District government to support large-scale projects such as infrastructure development and enhancements. Then-Councilmember Bowser drafted the Public-Private Partnership Act of 2014 to expand the District’s utilization of OP3 to expand economic opportunities for District residents.

Turning to P3 experts to lead this charge, Mayor Bower has selected Seth Miller Gabriel as Director.

“Seth Miller Gabriel is prime to lead the charge in standing up our office of Public-Private Partnerships,” said Mayor Bowser. “With pioneering P3 leadership experience and a track record of building robust programs, I look forward to Seth building a results-oriented program that will create more pathways to the middle class for residents of the District.”

Judah Gluckman, current Deputy Director of the Mayor Bowser’s Office of Policy and Legislative Affairs, will also join OP3 as Deputy Director.

“Judah Gluckman has been a key member of my policy team since my time as a councilmember and was instrumental in the drafting and passage of the Public-Private Partnership Act,” Mayor Bowser continued. “His experience in economic development and government mechanisms will be instrumental in ensuring that the OP3 hits the ground running on day one.”

The District’s Office of Public-Private partnerships will be housed within the Office of the City Administrator, working closely with District Government Leadership and agencies including the Deputy Mayor for Planning and Economic Development and the District Department of Transportation.

Seth Miller Gabriel comes to the District from the Institute for Public-Private Partnerships, a Tetra Tech Company, where he was Chief Operations Officer. He is a recognized expert in the Public-Private Partnerships (P3) field where for nearly a decade, he has provided both public and private sector leaders with insight and analysis of the growing P3 market. Seth has also assisted national and international private sector firms entering the Public-Private Partnerships market as an independent consultant. Prior to undertaking independent consulting, Seth was the Deputy Executive Director of the National Council for Public-Private Partnerships (NCPPP), the only non-profit organization in the United States focused solely on the increasing utilization of the partnership model. Previously, Seth was a member of KPMG’s Global Infrastructure and Project Group, a leading ‘Big Four’ Public-Private Partnerships consulting team. Seth holds a bachelor’s from Washington College and a Masters from George Washington University.

Judah Gluckman is currently Deputy Director in the Office of Policy and Legislative Affairs for Mayor Muriel Bowser. In this capacity, he serves as a liaison to the DC Council, provides legislative analysis, and coordinates District agency activities to implement the Mayor’s legislative and policy agenda on a range of issues. He joined the office of then-Councilmember Bowser in 2011 as Legislative Counsel for the Committee on Government Operations and later the Committee on Economic Development. Judah worked with Mayor Bowser to research and draft the Public-Private Partnership Act of 2014. Prior to the Council, Judah worked on telecommunications regulatory matters and appellate litigation for Kellogg, Huber, Hansen, Todd, Evans & Figel, PLLC.  He also served as a Metcalf Policy Fellow and Assistant to the Chief of Staff for Chicago Mayor Richard M. Daley.  Judah is a graduate of the University of Chicago and the American University Washington College of Law.
